  1. If you can access Windows 7, changing password will be a little case of course. The main problem is when we forgot our password, including admin password. That time we only use tools to change.   2. Absolutely agree with you. If we can access our computer to delete the admin password is simple. If we are locked and still want to delete maybe only reset tools can help us, such as reset disk, PC Login Now or Windows Login Recovery.
